Gaia hotel

Does anyone know what is going on with the environmental hotel called the Gaia in American Canyon. I have noticed that all construction has ceased. I heard a "rumor" that the developer is having financial problems. If this is so what will happen to the land. Also if he is having financial problems I've got to ask did the planning/council commissions do any sort of financial background check before this project was approved?
