While I was driving by the old Palby's the other day it appears (not sure at 50 miles an hour) that almost the entire building is being replaced except for the frontage wall (facing hwy 29). Wouldn't it have been quicker to tear down old building and start from scratch?

Schools leave a framed room when they want to redo a school because of the restrictions of new construction vs. remodelling. It is easier to rebuild with some part of original structure and will be completed less expensively and traditionally faster. Check with Mr. Barry at Planning Dept. He can explain, it's his job.
