Tree Sculpture at Council Chambers

I have a question about the "Tree" sculpture behind the Council (that I see on TV) during the meetings. Who's names are on that tree? How does someone qualify to be on this tree? I think it is a beautiful piece of art and have always wondered what qualifies an individual to be recognized on a leaf?
I have a few people I hope have been recognized on this beautiful sculpture.
PS: Public Comment is suppose to be limited to 3 minutes...Mayor Garcia!

That tree bears the names of American Canyon citizens who served the United States of America in the uniform of their country.
